The laws explaining volunteer licensing are set forth in NDCC 43-20-05.1 and NDAC 20-04-01-09. The Board encourages applicants to fully review those laws. In summary, however, an application may be granted if the following criteria are met:
1. The applicant was formerly licensed in North Dakota, or has an active licensed in another jurisdiction where the requirements are at least substantially equivalent to those of this state, and either:
a. Practiced for three of the five years immediately preceding the application;
b. IThe Board determines that hte applicant is sufficiently experienced and qualified to provide volunteer dental care and will be supervised in the volunteer setting by a dentist who agrees to be responsible for ensuring that the care provided by the applicant meets the minimum standards of professional competence; or
c. The Board determines that the applicant is qualified and satisfies the criteria specified under N.D.C.C. 43-20-1.2 or 43-20-01.3.
2. The applicant completes the form provided by the Board, including proof of CPR certification, a non-refundable fee, and any materials that may be requested by the Board.
A volunteer license may only be used to provide primary health services without direct or indirect remuneration, and the services may only be provided in a Board-approved setting. The Board may apply such restrictions as it deems appropriate to limit the scope of the practice of the volunteer license.
